I work in healthcare so I was actually thinking about using a pair of Kelly Clamps (surgical tool used to clamp small blood vessels and extremely handy to have around the house) to try to clamp off the plastic hose but wasn't sure if it would work.

If you don't want to try the other suggestions above, you would do better to find a hose that was less rigid. Plan: I want to trim down the extra water line to what is needed to pull the fridge out for cleaning and no more, secure the rest of the line along the top of the cupboard it runs through so it's out of the way, and what the heck, while I'm at it, install a shutoff valve. There answer was to put a rubber plug in one of the drains we don't use anymore (it was for condensate from an old A/C unit) and put a trap on a sump pump outlet in the basement. Since originally refrigerators didnt need a shut off valve, a hole is usually drilled through the floor or on a side cabinet where the water line is fed through.

I have similar problem my water supply comes out of wall behind fridge about one inch.
